Refresh rate problem

Hello,
I'm having a refresh rate problem that causes my screen to become blurry at all resolutions (I use 1920x1080). Some weeks ago, when I first built my new PC, I had the same problem, both 59Hz and 60Hz looked blurry, like if the pixel format was incorrect (though changing it made no difference). Playing a fullscreen game I realized it was set at 59.94Hz and looked fine, so I used Custom Resolution Utility to set the refresh rate to 59.94Hz. After that, when I chose 60Hz it looked good. But today I updated my Radeon drivers, and the same issue arrived again. The problem is that now I can't make it look good even with Custom Resolution Utility, Radeon personalized resolutions or by changing pixel format. I tried resetting CRU, fresh drivers installation and it didn't work. Also, when I change to other resolutions, even ones that looked right the first time, and I set the refresh rate to 60Hz, the resolution changes to 640x480. I think this last issue is due to personalized resolutions as I used it some days ago but now with the fresh installs, it doesn't appear anymore. Nonetheless, when I change resolution the screen doesn't blink, it just adapts
