How to disable turbo on a AMD A4-5300B?

I have an HP 6305 Pro with an AMD A4-5300B CPU. The CPU is supposed to be 3.4 Ghz, but it often goes into turbo mode and uses 3.6 Ghz, which causes it to reach fairly high temperatures (60s and even lower 70s at times). I currently have the processor maximum usage set to 99% in Windows Power Options, which does prevent overheating, but it does more than just disable turbo. Instead of making my CPU max out at 3.4 Ghz, it makes it max out at 3.0 Ghz (30 multipliers instead of 34 of the 100 MHz bus speed).


I plan on replacing the thermal paste soon (I've already ordered the paste), but am not sure whether this will be enough to solve the heating issue if I turn the Windows Power Options setting back to 100%. I would like to know if there's any way to disable turbo without making my processor max out at 3.0 Ghz instead of 3.4. I've checked my BIOS, but it's extremely basic and doesn't seem to have any processor settings.
